This observance commemorates the commencement of work of Russia's first elected parliament, the State Duma. It opening session occured on April 27, 1906. The creation of the parliament after the Revolution of 1905 led to the establishment of limited constitutional monarchy and contributed to eventual dismantling of the autocracy.
The State Duma in its modern form is the lower house of the Russian parliament, the Federal Assembly. It replaced the Supreme Soviet, following the Russian constitutional crisis of 1993. It is based on the foundations laid by the State Duma of 1906.
Day of Russian Parliamentarism was established to celebrate the creation of the country's first democratic institution and to raise the awareness of the general public about the activities of the legislative bodies of the state.
