This observance was initiated by the ecological organization International Rivers, located in California, USA. The initiative was supported and adopted by the participants of the first International Meeting of People Affected by Dams in March 1997. March 14 became the date of the observation, since it's Brazil’s Day of Action Against Large Dams.

International Day of Action for Rivers aims to raise public awareness of destructive water development projects, health and sustainable management of the watersheds.

International Day of Action for Rivers was observed for the first time in 1998. Since then different events on watershed management are held annually. Activists achieved some real results in river conditions improvement. For instance, two dams 60 meter high were dismantled in the USA and Sweden passed a law on prohibition of dam building higher than 15 meters.
