All-Russian Libraries Day was established by Presidential Decree of then-President Boris Eltsin on May 27, 1995. The opening anniversary of the Imperial Public Library in 1795 in St Petersburg was chosen as the date of the observance. This library became the first public library, nowadays it's called the National Library of Russia.
The first public library in Kyrgyzstan was also opened on May 27, but in 1902. Due to this coincidence Russia and Kyrgyzstan celebrate Libraries Day on the same day. The observance was established in Kyrgyzstan on June 17, 2008, the first celebration took place in 2009.
