Gun violence is a major global concern. According to the UN, the number of deaths, injuries, and disabilities caused by small arms would be considered a global epidemic if they were classified as a disease. There is no single solution because the problem is highly complex. However, the destruction of surplus small arms is considered one way to reduce gun violence rates.

Supporters of this approach argue that destroying surplus weapons owned by governments is more effective than selling them. When governments sell excess firearms, those weapons remain in circulation and can be diverted into illicit markets through theft, corruption, weak export controls, or resale. Permanent destruction eliminates that risk and reduces the total number of weapons available for criminal or conflict-related use. This principle has become a cornerstone of modern international arms control policy concerning conventional weapons.

In July 2001, the United Nations Conference on the Illicit Trade in Small Arms and Light Weapons in All Its Aspects was held at the UN Headquarters in New York City. During preparations for the conference, four UN member states – Brazil, Mali, the Netherlands, and the United Kingdom – jointly proposed that July 9, the opening day of the conference, be designated as Small Arms Destruction Day.

Before the conference began, the Preparatory Committee adopted this recommendation, and the inaugural International Small Arms Destruction Day was observed on July 9, 2001. Although it is not an official United Nations observance declared by the General Assembly, International Small Arms Destruction Day has been observed by governments, international organizations, and civil society groups since its inception.

Unlike many other international awareness days, it is not merely symbolic. On July 9, some governments organize public small arms destruction ceremonies that permanently remove surplus small arms from circulation. These ceremonies demonstrate the governments’ commitment to disarmament and help raise awareness of the dangers associated with illicit weapons trafficking.

These ceremonies typically involve the destruction of confiscated criminal firearms, surrendered civilian weapons collected during amnesty programs, obsolete military stockpiles, and surplus police firearms. International organizations have also used International Small Arms Destruction Day to raise awareness about broader disarmament and stockpile management initiatives.

It should be noted that the United Nations has an official international day that focuses on disarmament. The International Day for Disarmament and Non-Proliferation Awareness, established in 2022, is observed annually on March 5.
