Agency for State Financial Control and Combating Corruption Employees Day in Tajikistan Date in the current year: January 10, 2024
The history of anti-corruption agencies in Tajikistan began in the mid-1990s, shortly after the collapse of the Soviet Union and the proclamation of Tajikistan’s independence. The first such agency in Tajikistan was the fiscal police, created in 1995. In 2001, the State Financial Control Department under the President of Tajikistan was transformed into the Committee for State Financial Control, which played the role of an anti-corruption agency.
In 2006, Tajikistan acceded to the United Nations Convention Against Corruption, which obliged it to bring its legislation in line with the Convention and create anti-corruption bodies. As part of anti-corruption reforms, the Committee for State Financial Control was disbanded and replaced with a special anti-corruption agency, the Agency for State Financial Control and Combating Corruption.
The Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan is composed of the central office and regional departments. The central office of the Agency consists of the following departments:
- Directorate.
- Main Department of State Financial Control.
- Main Department for Combating Economic Crimes Involving Corruption.
- Main Department for Combating Corruption.
- Human Resources Department.
- Department of Analysis, Information and Statistics.
- Investigation Department.
- Special Operation Department.
- Financial and Economic Department.
- Department of Work Organization and Control.
- Department of Reception of Appeals from Individuals and Legal Entities.
- Operational Duty Unit and Temporary Detention Facility.
- Department of Assistant Directors for Special Assignments.
- Confidentiality Department.
In addition to the central office, the Agency includes local governing bodies in Dushanbe, the Gorno-Badakhshan Autonomous Region and the provinces (regions, vilayats) of Tajikistan, as well as district departments. All departments of the Agency are managed by its director, who is appointed directly by the President of Tajikistan.
The main task of the Agency for State Financial Control and Combating Corruption is to ensure the economic security of Tajikistan. It responsible for monitoring the efficient use of state funds and state property, preventing, suppressing and detecting corruption offenses, and investigating corruption and fiscal crimes. The Agency also performs other tasks in accordance with the current legislation of Tajikistan.
