The State Courier Service of Kazakhstan is responsible for the prompt delivery of sensitive and confidential documents and other items of especial importance. Its history is inextricably linked with the history of the State Courier Service of the Russian Federation because both services were created from the remnants of the State Courier Service of the Soviet Union following the collapse of the USSR.

The Courier Corps in the Armed Forces of the Russian Empire was created in December 1796 by Emperor Pavel I. Its personnel was tasked with delivering orders, reports, securities and parcels. After the October Revolution of 1917, it was succeeded by the Courier Corps of the Red Army.

In 1939, the duties of the courier service were divided between the Courier Communications Department of NKVD, the special communications of the People’s Commissariat of Communications, and the collection service of the State Bank. The Courier Service was put under the command of the Ministry of Internal Affairs in 1947 and then of the Ministry of Communications in 1960.

Following the collapse of the Soviet Union, the former Soviet republics began to create their own national courier services on the basis of the existing state courier units. The State Courier Service of Kazakhstan was founded under the Ministry of Communication of Kazakhstan on December 20, 1991 by the government of the newly independent Republic of Kazakhstan.

The main tasks of the State Courier Service of Kazakhstan include the delivery of government, sensitive and secret correspondence, as well as the coordination of interaction with national courier services of other states. It delivers correspondence for government agencies, highest state bodies and military command.

The delivery of sensitive correspondence is a task that requires numerous skills and involves great responsibility, since the documents delivered by state couriers have to do with state security. State couriers must have self-defense skills, be able to handle firearms and be prepared to protect the correspondence by any means necessary in case of attack.
